Add the total golds won by - Israel (1), Peru (1), Paraguay (0), Ghana (0), Philippines (0), Portugal (4),  Zambia (0), Singapore (0), Iraq (0), Nigeria (3),  Costa Rica (1), Saudi Arabia (0), Senegal (0), Serbia (1), Sudan (0), Tanzania (0), Uruguay (2), Kuwait (0), Malaysia (0), Mozambique (1), Ecuador (1), Gabon (0), Bahrain (0), Ivory Coast (0), Chile (2), Puerto Rico (0), Qatar (0).... They still don't approach Phelps' haul.
